Job Description


  • Attained at least a university degree in tertiary education

  • Possessed at least 10 years’ work experience in compliance, audit or control function in a banking environment 





Responsible for the review, assessment and enhancement of the Bank’s control environment by ensuring that the control measures implemented by the respective department owners are adequate and sustainable in addressing the relevant identified risks in line with the regulatory requirements and expectations as well as industry better practices.

In reviewing the control measures implemented by the respective department owners above, where relevant, reviews, assesses and recommends enhancements to the Bank’s corporate governance framework and risk culture.

Assists the Chief Control Officer in the planning of quality assurance activities over the implementation of control measures in line with the Bank’s commitments to the Bank’s regulators and performs ad hoc risk-based post-implementation assessment of key controls.

Implements and maintains a system to track the Bank’s commitments to the Bank’s regulators over the implementation of controls and ensures that quality assurance activities are conducted in a timely manner in line with such commitments.

Responsible for producing and reporting appropriate management information for internal key stakeholders.



A member and the secretary of the Bank’s Control Enhancement Steering Committee (to be established).

Performs the reviews and assessments of, and recommends enhancements to, the corporate governance framework and control environment of the Bank outlined in the Strategic section above.
Establishes and maintains the framework and mechanism to track and monitor the implementation of control measures within the committed timelines by the respective department owners to address risk issues including identified in or resulted from audit findings, regulatory examination recommendations, non-compliance and control breaches, and other control recommendations or initiatives in accordance with the Bank’s commitments.
Executes the quality assurance monitoring programme to ensure the sustainability of the control measures set out in #3 above by validating the design effectiveness and operating effectiveness of these control measures and assessing the competency and adequacy of resources pertaining to the functions performing these control measures.
Provides appropriate advice on corporate governance and control matters in line with regulatory requirements and expectations and industry better practices.
Coordinates regulatory self-assessment where appropriate and as directed by the CE.

Understands the strategic direction of the organization from the Group, regional and local perspective with regards to the corporate governance, risk governance and control framework and monitors the implementation of the corresponding projects and initiatives in the Bank.

Supports the Chief Control Officer in the development of adequate and appropriate risk culture within the Bank.

Interactions with Stakeholders:

Maintains continuous communication with internal and external stakeholders locally to ensure that issues arising during the course of the work or based on their comments are appropriately and timely addressed.

Auxiliary Functions:

Undertakes projects and/or tasks that may be assigned by the Chief Control Officer from time to time.
