Job Description

Position Overview:   

Global social media organisation seeks senior Policy and Program Development professional for a role in Hong Kong or Beijing.  

As Head of Policy and Program Development you will have responsibility for designing, drafting, and evaluating policies and procedures that both address and mitigate operational risk across the businessAdditionally, you will have responsibility for creating and modifying personnel related processes, as well as taking ownership for constructing internal standard operating procedures, in support of policy implementation 

Policy and program areas include, but are not limited to, the following:  

  • Financial Crime Compliance; 
  • Human Trafficking Detection and Prevention; 
  • User and Sub-contractor Onboarding and Behavior Management; 
  • Safety and Security; 
  • Data Privacy, Storage, and Maintenance.  

Additionally, you will be responsible for working closely with the Executive Management team and will advise senior management and business leaders on applicable laws, regulations, rules, trends, standards and best practices for combating company-wide risk.  Finally, you will be responsible for representing the company and developing external business relationships that foster the company’s mission. 

Essential Functions: 

  • Draft, design, and evaluate internal personnel related processes; 
  • Take ownership for constructing standard operating procedures and metrics to evaluate program effectiveness; 
  • Assess and develop effective risk mitigation strategies in line with policies and procedures;  
  • Monitor and enforce program remediation efforts; 
  • Develop internal capacity to conduct independent research and policy analysis;  
  • Remain informed and responsive to policy developments that impact the sector and corporate mission;  
  • Measure the effectiveness of policy work/initiatives; 
  • Influence and partner with senior leaders to define and align strategy with the corporate strategic plan;  
  • Collaborate with other members of senior leadership to communicate and affect internal policy change;  
  • Serve as ambassador for the company, and its policy and advocacy priorities; and 
  • Develop and maintain relationships across customers, business partners, stakeholders, senior management, staff, and regulators.   


  • Graduate degree in policy, public administration, or related field; 
  • 8-10 years of legal, investigative, compliance, or policy development experience preferred but not required; 
  • Detailed understanding of regulations, relevant laws and cultures, especially in emerging markets; 
  • Comfortable working in a high-pressure, digital economy start-up; 
  • Ability to work independently and in teams; 
  • Ability to build both internal and external partnerships; 
  • Must understand risk-related typologies; 
  • Skilled relationship manager able to secure partnerships with internal and external stakeholders in undertaking common goals to build campaigns and coalitions to impact advocacy at national and international levels; 
  • Strong organisational skills, a collaborative approach to work, with strong interpersonal skills; 
  • Strategic, tactful, self-aware and authentic leader with a degree of gravitas able to influence at the functional and organizational levels;  
  • Entrepreneurial, flexible, creative, energetic, hard-working and unafraid of challenges; 
  • Must be fluent and literate in English; and 
  • Mandarin fluency is preferred but not required.
