Job Description

The Project Officer is responsible for the externally funded project - “Start from Beginning- Chinese Supporting Scheme for Non-Chinese Speaking (NCS) Students in Kindergartens-Pre-Stage III”. The Project aims to enhance the Chinese Proficiency of NCS students and ensure smooth transition to Primary. The project will cover 8 kindergartens.


  • Implement the details of programme which include to conduct program talks and activities, set up WhatsApp groups and resource pack production for Non-Chinese Speaking parents
  • Provide support to coordinate with all key stakeholders such as partner organizations and schools
  • Implement the promotional and marketing plan for the programme and organize events
  • Undertake other functions as required


  • Degree holder, with at least 5 years of relevant work experience (social work or education experience preferred)
  • Solid experience in project management and organization skills with great attention to details
  • Experience in designing and implementing social and education activities for Non-Chinese Speaking parents
  • Knowledge of ethnic minority poverty and education issues
  • Understanding of the formal education system
  • Good communication skills
  • Good command of spoken and written English and Chinese
  • Identification with Oxfam’s mission and vision is highly desirable
